In Tromaville, known as the toxic waste capital of America, Melvin is a nerdy, bullied janitor at a popular local health club. When a gang of thugs pulls a cruel hoax that goes horribly wrong, he is thrown from a third-story window into a vat of hazardous waste. Transformed into a super-strong, disfigured figure, Melvin begins taking on the evildoers in the streets around him.
