Tom Thumb follows a boy no bigger than a thumb whose tiny size makes him the target of two scheming thieves. Seeing a chance to profit from him, the pair try to use him to make a fortune. But the small boy proves far more resourceful than they expect, using his wits to stay ahead of their plans and turn their greed into a challenge they may not be able to control.
