After 20 years stranded in space, Rocko and his friends return to O-Town and find a world transformed by 21st-century technology. As they struggle to adjust to modern life, Rocko discovers that his beloved 90s cartoon is no longer on the air. Determined to bring back the comfort of the show he remembers, he sets out to track down its creator and get it revived.
