The misfit graduates of Police Academy return when Commandant Lassard launches Citizens on Patrol, a community program that trains civilian volunteers to help fight crime on the streets. As the new recruits arrive for instruction, the project gains strong government support, but Captain Harris is disgusted by the idea and sets out to make sure the program fails.
