Comic strip detective Dick Tracy faces a dangerous fight against Big Boy Caprice, whose united mob threatens to pull the city deeper into organized crime. As Tracy tries to stay focused on bringing Caprice down, his life becomes increasingly complicated by Breathless Mahoney, whose advances create a personal distraction in the middle of an already difficult battle.
